Moore County Budget Forum
 
 
 
Carthage, NC. Moore County Government is pleased to announce the upcoming Public Forum on the County Budget FY 2012-2013.  The purpose of the forum is to give the citizens the opportunity to speak with the County Manager and staff about the budget. The forum is designed to be informal with most of the time devoted to questions and answers.
 
The locations and time is as follows:
 
4/25/12—Location Senior Enrichment Center – 6:00 p.m.           
                         (8040 US Hwy 15-501,
                        2 miles north of the Pinehurst traffic circle)

Carthage, NC., After a long wait and various visits from the Federal Emergency Management Administration (FEMA), Moore County Government has been selected to participate in a five day Integrated Emergency Management Course (IEMC) at an undisclosed location.   Moore County will share this honor with only nine Counties in North Carolina. The purpose of the course is to have realistic, significant, training drills to test Moore County’s Emergency Operations Plan.  This plan prepares Moore County to respond and recover from natural or man-made disasters.
Specifically, IEMC training places emphasis on community response and short-term recovery issues, and a disaster scenario is tailored to fit the community. Course methodologies include classroom instruction, planning sessions, and situation exercises allowing for structured decision-making in learning, yet realistic, environment. A key outcome of IEMC is to provide participants with the confidence and ability to carry out their respective functions related to disaster response and assist with making the transition from response activities to short-term recovery. These actions allow the community to be better for long-term recovery, should disaster occur.
 Among the participants will be city and county elected and appointed officials. Some attendees will include County Manager, Assistant County Manager, Finance Director, Public Information Officer, legal counsel, Economic Development Director, County Mitigation Officer, County Emergency Management Director and staff, Fire Marshal, Hospital representative, and Airport representative. Additionally, upper and mid-management personnel, including supervisory, operational, and communications/dispatch staff are selected from fire service, law enforcement, public works, emergency medical services, the Red Cross, the Schools and College systems.
Everyone will finish with a better understanding of respective roles and responsibilities in order to be prepared for emergency operations response to multiple hazards that may threaten Moore County.

In October, I mentioned confidentially to the Board of Commissioners in Closed Session that I was considering retiring. My exact plans were not final.  After discussing this with my wife and family, reviewing my future plans after retirement, and, especially, considering the needs of Moore County, my retirement date was selected.
 
It is important in this planning to remember, I was asked to commit to finishing the Public Safety Center building currently underway.  In fact, I was asked to promise that whatever I do, that I get those buildings built.  Along with staff, I am committed to finish this project. Every effort is being made to get the buildings substantially complete as contracted.
 
The County is well positioned financially and can continue an entrepreneurship approach to greater and greater efficiency and effectiveness in the delivery of vital services.  The value and worth of each employee of the County is exceptional. The imperative need continues to keep foremost in mind the impacts of decisions which affect our taxpaying citizens.  The County must make good decisions for our citizens and our employees. If I have brought value to this County, I hope integrity, emphasis on customer service, excellence in service provision, efficient and better ways to accomplish services through upgraded technology, improved leadership among the top executives, responsiveness among all staff, reduced cost through innovation and creativity, and significantly added professional reputation and stability to County government are all part of the value added. The successful selection by the Board of Commissioners of the next County Manager can assure continued progress in these and other areas.
 
I have thoroughly enjoyed and appreciated the opportunity and privilege to serve the citizens of Moore County and the Board of Commissioners.  The employees of Moore County are exceptional and have responded well to leadership and new ideas.  I believe we have an outstanding team of professionals with excellent work ethic, dedication, commitment, and compassion for their service.  There continues to be a striving for an organizational culture of creativity and innovation.  We can all take pride in the progress this County has made in the last five years while holding the line on cost to the taxpayer.
 
The County’s mission, vision, and values exemplify what we are all about and how we establish and sustain our goal of excellence. Carthage, NC The Moore County Government Offices, Senior Enrichment Center, Moore County Public Libraries and Bookmobile will be closed on Friday and Monday, December 23rd and 26th, 2011, for the Christmas holiday and on January 2nd, 2012 for New Years.

Certificate of Achievement for Excellence
 
 
Carthage, North Carolina, During the Board of Commissioners meeting, Moore County Government was the recipient of the very distinguished Certificate of Achievement for Excellence in Financial Reporting for the 23rd consecutive year. This Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management. 
 
The prestigious award was presented by Cary McSwain (County Manager) to Carrie Neal (Financial Services Director) on behalf of the GFOA and is a great reflection of the professionalism and commitment of the County Manager, the Financial Services Director, the Financial Services Department staff and the dedication and leadership of the Moore County's Board of Commissioners.
