The Moore County Water Pollution Control Plant is a biological "activated sludge" treatment facility with two stages of aeration and three stages of sedimentation.  The activated sludge process allows microorganisms to grow in intense aeration. These microorganisms respire much like organisms. They take in oxygen, consume pollutants from wastewater and give off carbon dioxide. By allowing these pollutants to be consumed by the activated sludge, the water is discharged to the stream with less of these oxygen-using pollutants, thus keeping the oxygen levels in the stream high enough to support fish and wildlife. The suspended solid material as well as excess activated sludge is often treated in a process where microorganisms, which do not use oxygen, flourish. This process called anaerobic digestion is used to reduce the volume of sludge, which is subsequently spread on drying beds to air dry and then hauled to a composting facility.  

The Moore County Water Pollution Control Plant is located about 1/2 mile south of Addor on Aberdeen Creek in Moore County. It is capable of treating 6.7 million gallons of wastewater a day. The plant receives and treats wastewater from Aberdeen, Pinehurst, Southern Pines, Pinebluff, Carthage, Camp McCall and septic water from within Moore County.  The plant operates under National Pollutant Discharge Elimination System permit NC0037508, which is issued by the Division of Water Quality in North Carolina. The plant currently has about 18 miles of interceptor lines and 16 wastewater flow meters from municipal connections.
