T. Cary McSwainCounty Manager is a North Carolina native, a Bachelor of Arts graduate in Political Science from the University of North Carolina at Chapel Hill, a Master of Public Administration graduate from N.C. State University, has more than 30 years of experience in local government management, including 15 years as Assistant County Manager for Gaston County and 12 years as County Administrator for the County of Richland at Columbia, S.C. He also has experience in law enforcement for the Greensboro, N.C. Police Department, was a faculty member, the Chair of Police Science, and Director of the Criminal Justice Academy at Gaston College, Dallas, N.C.


Ken F. LarkingAssistant County Manager is a native of Ontario, Canada having moved to the United States as a child and is now a 20+ year resident of North Carolina. He is a citizen of the United States. He has a Bachelor of Arts in English and Master of Public Administration Degree from Appalachian State University.  He has over 10 years experience in local government management, including 7 years as Town Manager in Yadkinville, NC and 4 years as Budget and Performance Manager for the City of Hickory, NC.


Eli Arroyo-AllenPublic Information Officer/Administrative Officer II is a Florida native, who has been with County Government for almost five years. She has over 20 years of extensive background in the area of Legal Office Administration and Hospitality Management in the private sector. She is tri-lingual and has started ongoing projects with the Hispanic community in Moore County.

 

Tami GoldenInternal Auditor is an Ohio native who has worked with County Government for 10 years. She has over 25 years of extensive background in the Accounting and Business Administration field. She has over 15 years experience in the private sector in manufacturing and received her Bachelor's in Business Administration from Gardner-Webb University in 1995.

 

Mary Phillips--Office Assistant is a Randolph native, but living in Moore County for over 40 years. She has worked in various areas in County Government is now retired and serving in a resource capacity.
