In early 2009 a new wireless communications facilities consultant began work with Moore County. Moore County is currently working with the consultant to update the Wireless Telecommunications Facilities Ordinance to meet current State and Federal regulations as well as to reflect the desired direction of the county with regards to wireless communications facilities. The management of wireless communication facilities and the planning for and permitting of new facilities will be an ongoing process.
In March 2009 Moore County’s wireless telecommunications consultant began reviewing and updating the county’s Wireless Communications Facilities Management Plan.
In early April the consultant provided staff with draft formatting options for the plan which were reviewed and returned with comments, changes and suggestions. As part of their role the consultant updated the Wireless Communications Facilities Ordinance to ensure that it meets all Federal and State regulations as well as meets the needs of Moore County. Staff shared with the consultant Moore County’s desired approach to new ground built towers and the expectations of the ordinance which was incorporated into the ordinance revisions.
Staff has reviewed the proposed draft and will be bringing the revised language as a text amendment to the Moore County Planning Board at their regular meeting on September 10, 2009. Pending approval by the Planning Board the text amendment will then be forwarded to the Moore County Board of Commissioners for consideration.
While maintaining a policy document is an ongoing effort due to the need for routine review and updating the primary objective of updating the entirety of the Wireless Communications Facilities Ordinance is expected to be completed by November 2009.
